Manna Offshore LLC stands as a prominent provider of Oil and Gas Project Management, technical consultancy, and business development services.
Our comprehensive offerings include bid support, the strategic alignment of technical partners with local entities, vessel acquisitions and management, as well as logistical and engineering support. We build partnerships between local companies and international technical firms for joint offshore execution, and provide engineering and technical personnel support to international clients.
Having facilitated over $100 million in awarded contracts since our establishment in 2019, coupled with extensive international experience, we have established a robust presence in Mexico and West Africa.

John MitchenerManaging Director
John Mitchener founded Manna Offshore LLC in 2019 and brings more than 20 years of offshore oil and gas operations and project management across the US, West Africa, Mexico and the Gulf of Mexico.
Before Manna, John served as President of the international business and SVP Commercial & Operations of an international offshore contractor, running global operations across the US, Mexico and West Africa with more than 500 personnel and DP2/DP3 vessels. He sat on the boards of the company’s Mexico and Nigeria subsidiaries and led contracts with Chevron, Conoil, Shell and Total. Earlier, as Director of Projects, he delivered work to DNV-audited ISO standards and negotiated BIMCO vessel charters.
John ran the heavy-lift vessel (HLV) Goliath for two years. His career began offshore in commercial diving — as supervisor, estimator and project manager, then Senior Project Manager on mixed-gas and air diving, platform dismantlement and riser installation work — and he has since managed subsea construction in shallow and deepwater in the Gulf of Mexico. He is a US Navy veteran.
